Morning,
There's no ruling stating that you cannot sell your HDB unit back to HDB. However, it makes more sense to sell it into the open market so as to fetch higher price. Unless you are those sellers whom have tried selling your house for a long time but getting no buyer due to ethnic restriction, time restriction, requirement to sell your unit within MOP due to some personal reasons, etc.
