Evening Lim,

There's ethnic restriction within the HDB units for awhile. To ensure that an individual block or area is overly populated with certain race and to promote inter-racial harmony, such plans are put in place. Thus it's incorrect to state that Chinese cannot buy from Malay but to say that there are too many Chinese owners in the block that you are looking at.

Try looking at other blocks or estate then.
