1) According to the current HDB eligibility schemes, you and your grandfather are ineligible for any of the available schemes.
2) But your grandfather alone is eligible to buy under the Single Citizen Scheme for a 2-room flexi lease BTO.
3) Do note that buying a 2-room flexi HDB flat must be fully paid at the key collection stage.
4) If he intends to buy a 2-room 99 leasehold flat with you. This is not undoable.
5) I suggest you to appeal to the HDB via the feedback:
