Hi Carol,

You can't buy brand new EC from developer if you would like to hold on to your HDB flat. However, you could purchase from the resale market that have met the Minimum Occupation Period of 5 years.

Evening Carol,

To purchase resale EC and still hold onto your HDB unit which have fulfilled MOP is possible. But if you are PR, it would be likely that you will be liable for the additional 3% ABSD and have to stay put in your HDB unit while you rent out your condo.
