For inheritance to the HDB, this is 1 article i came across which maybe helpful to you. As to renovating the flat to become dual key unit, you may wish to consult a licensed HDB contractor for advise.

Hi Mr Wee,

According to HDB rules, you may be able to inherit the HDB flat and at the same time hold onto your private condo, if the HDB is a non-subsidised flat purchased before 30 August 2010.

As for making a HDB into a dual-key unit, this is possible as long as there's no infringements or illegal renovation done. I have come across such units, and will be able to share further information with you.

In accordance with HDB regulations, it's permissible to inherit an HDB flat while maintaining ownership of a private condo, given that the HDB flat is a non-subsidised unit bought before 30 August 2010.

Converting an HDB flat into a dual-key unit is viable, provided there are no breaches or unauthorized alterations.
