You must be at least 21 years old to purchase a HDB flat (BTO or resale) with your parents.

If you are 21, both of you must at least be a PR or SC.

Yes, you will be eligible to buy a HDB resale flat with your father with the following criteria

1) You must be a Singapore Citizen or SPR with at least one listed occupant who is also a SC or SPR

2) You must be at least 21 years old

3) If you or your father owns a private residential property (locally or overseas), you or he must dispose of the private property within six months of the purchase of the resale flat.
