Yes MOP starts when you officially collect the keys. You can't rent another HDB, but private property is ok. For the period you are not residing in the HDB, the period is not calculated for the MOP. Its highly unlikely you can sublet out the HDB as well. For clients with a similar situation, if you have long term plans to be near the kids school, you might want to try appealing to sell earlier within MOP. After all, paying both mortgage and rental concurrently can be quite taxing. HDB sometimes approve on case by case basis for cases with genuine family reasons.
