1) From your descriptions, this shall be the 2nd attempt at applying for a subsidized flat.
2) Unless you had applied for grants in the 1st purchase of resale flat.
3) I assume (2) is not exist, then you are still eligible to apply for SBF or BTO.
4) Note that SBF & BTO are both considered subsidized flats.
