Hi,

Since this is tenancy-in-common lease, you must get consent from all owners listed under this lease before allow to add in your name.

Even if your mother is the only survive owner, the other share under TIC does not automatically became the only beneficial owner. The other part of the lease shall distributed according to the intestate succession act in Singapore if without will.

If there is a will, then the share shall be distributed according to will. Thus you will still need consentment from all successors if any before able to add in your name.

To add in your name, you will need a conveyance lawyer to assist you in doing that.
