Can HDB impose main upgrading programme to the new owner even though the upgrading was done some 3 years before the new owner takes ownership ?

Morning John,

It doesn't matter how long the upgrading program have being completed as the party responsible for the payment is based on ownership of unit as per billing date. So if you take over the unit before the billing is out, you are required to pay for the upgrading cost.
