1) Yes, foreigners can get a mortgage from any preferred bank in Singapore.
2) There are 2 ways to prove active income; employed local or overseas.
3) Prove of the document are similar to a citizen or permanent resident here; monthly payslip and/or tax return document.
4) Interest is the same as anyone applied for a mortgage.
5) Foreigner also subject to TDSR assessment.
The main difference of a foreigner who purchases residential property here is subject to ABSD other than the 5 countries listed under IRAS, which exempted from ABSD.
