How will an agent be able to represent buyer and seller in a private transaction? You meant he/ she takes commission from both parties?
usually most agents will be representing seller in a private transaction cause sellers usually are the one paying commission.
If you find anyone taking commission from both parties, you can feedback to CEA.

However often when encountering buyers without agent (direct buyers), some agent might be assisting buyers paperwork wise (eg obtain a loan, recommend a lawyer) to ensure the transaction goes on smoothly.
