Hi,

If your MOP of 5 years is met, yes you can purchase 2nd residential property. Just that there will be 17% ABSD payable on the 2nd residential property (landed) purchase price, and you need to set aside basic retirement sum before any excess CPF OAs can be used for the 2nd residential property.

Yes, for Singapore Citizen households, as long as they have already met the Minimum Occupation Period for the HDB, they are eligible to purchase a landed property, nevertheless, do take note of the Additional Buyer's Stamp Duty applicable since the landed property is going to be the 2nd residential property.
