Both 2 PR who can buy HDB must hold PR for at least 3 years? Or just either one can hold more than 3 years eligible to buy?
If want to buy 3 or 4 bedrooms. how much TOTAL salary should we hAve then can buy thouse houses?

For SPR couples, both of you have to fulfill 3 years holding. As for how much loan both of you must attain will depend on the estate and actual unit sizing both of you are looking into. Do note that both of you are only eligible for bank loan hence 20% down payment is required.

Married couple must be 3 years PR to buy a HDB. For the total salary, it depends on the age of both. Assuming the loan quantum is 400K, loan period is 25 years, estimated total salary is around 3.5K.
