I believe you are referring to Clement Canopy and the Vision at west coast? Both has its strengths but my take is Clement Canopy will have a better chance of appreciation given its relatively nearer proximity to Clementi Central area, amenities and schools, and the pool of HDB upgraders, being nearer to Clementi MRT with the upcoming cross island line and its newer design and age. The next door condo Clavon and the future land parcel in between will also be launched for sale soon, which is likely to bring up overall prices in this locality.
That said The Vision in the future will capitalize on the greater southern waterfront transformation but that may take a longer timeline. Hence Clement Canopy is relatively more appealing in my opinion.
It also depends on your needs and objectives, and also whether the layouts available suit your family. Happy to hear more about your plans.

Without doubt, the hype on the Greater Souther Waterfront project will likely have positive impact on the appreciation potential for The Vision, but given that it is still at the beginning of the roadmap for this project, by the time it fully materialises, the lease balance for The Vision could be an objection for prospective buyers.
All in all, I think the intended holding period will have impact on the appreciation potential.
