Dear SIr/Mdm,

It used to be possible for a SPR to hold on to both HDB and Condo at the same time. However, under the current rules, SPR will no longer be able to keep their HDB when they purchase a condo.

Yes PRs used to be allowed to own both HDB and private property before the cooling measure was introduced. At the current moment, even Singaporeans (HDB owner) are having difficulty purchasing a second property as they have to come out with a hefty amount of 12% ABSD. Such an option was not available for PRs where they are not allowed to own both HDB and private property at the same time. Hi,

1) Revised policy is common in Singapore because of our size.
2) Our system has to be able to constantly revise and update to catch up on the new trends and address the situations.
3) Government does not encourage people to use the property as a speculation tool thus imposed a lot of cooling measures along the way.
4) This restriction of SPR not allowed to hold both the HDB and private property at the same time was also introduced as one of the cooling measures.
5) Thus in order for an SPR to upgrade from the HDB to private without incurring additional cost is to get the HDB exercised by the buyer before getting a private OTP.
6) If the transaction was not doing in this sequence, the SPR will be subject to 15% ABSD and eventually still have to dispose of the HDB flat.
7) This extra charge of 10% ABSD (SPR is subject to a 5% ABSD for a 1st property purchase) will not be able to remit from IRAS after selling off the HDB flat.
8) Therefore we have to stress the importance of selling & buying sequence to prevent a loss of a hefty sum of money within a short time.
