Americans can buy their 1st property (condo or apartment) without any ABSD (additional buyer stamp duty) that other foreign buyers are supposed to pay IRAS. I just sold a private apartment in D2 last week to an American gentleman. So, YES to your your question. Please contact soonest me via my mobile.

Hi Mark,
Yes foreigners are eligible to purchase most condominium developments, but not public housing or landed properties. As an US national citizen, you need not pay ABSD on your first residential property due to our Free Trade Agreements.

Yes you are definitely eligible to purchase real estate (private housing except landed in mainland) in Singapore.
Due to the existence of free trade agreement between Singapore and United States, you will be accordance the same tax treatment as Singaporean even though you are a foreigner.
This will mean 30% tax savings (additional buyer's stamp duty) as a foreigner.
