You are correct US nationals buying their first residential property in Singapore will be accorded the same treatment as Singaporean, no ABSD is applicable. Do refer to the below link for more information.

Hi Alex,
The tax treatment for US citizen is the same as local Singaporean and therefore ABSD is not applicable for your first residential property. The normal buyer stamp duty is still applicable.

Yes due to the free trade agreements, the stamp duty treatment for US nationals purchasing residential property is the same as Singaporean citizens, meaning no ABSD for their 1st purchase. They only need to pay the buyer's stamp duty of approx 3%-4%.

1) Under the respective FTAs, Nationals or Permanent Residents of the following countries will be accorded the same Stamp Duty treatment as Singapore Citizens:
Nationals and Permanent Residents of Iceland, Liechtenstein, Norway or Switzerland and Nationals of the United States of America.

Therefore ABSD is not applicable for your first residential property.
You are eligible to puchase non-landed private property.
2) You can even qualify for a mortgage if meet certain requirements.

If yes, Before shortlisting project/unit, I will suggest to check your in principal approval of your loan from banker.
