You should check with the seller of the property on this subject matter, but I guess the physical state of the development should be more important. If entire development is underdeveloped, that will likely raise some concerns. In addition, unless the prospective unit is the only unit for sale in the development where it can be quite difficult to ascertain the actual situation through interviewing, otherwise you can always view a couple more units and ask the same questions regards to the maintenance of the development to see if the answers provided by the different owners are aligned.
Still unsure, perhaps you may wish to engage a realtor to assist in your purchase.
