After signing the BTO sales agreement(BTO and paid 5% + Stamp & Legal Fees) in early 2013, my wife and I have recently started considering forgoing the HDB (yet to TOP) to get an EC. Has anyone done this before?

Hi, It would be very unlikely for someone to do so as there will be penalty for doing so. And you may contact HDB to find out more.
