If you are 70 years old and above, there is no need to wait out any period if you are getting resale property or under construction new condo. If you previously own a private property, you will have to wait out 30 months after the disposal of the private property before you are eligible to apply for new BTO flat from HDB. Other new BTO eligibility conditions also apply.
