According to the BTO Public Scheme, one must form a family with any of the following: Parents, and siblings (if any) to purchase the HDB flat.
The eligibility conditions was unclear with regards to whether the parent or the sibling must be a Singaporean Citizen or PR.
1.Can I (SC and 21 years old) buy a new HDB flat with parents (LTVP) and my sibling (SC and 17 years old)?
2. Can my sibling be the essential occupier of the HDB flat at that age (17) or must they be 21 years of age to do so?

Hi Chun Xia,

1) I think I had a response to your previous question. Guessed I was not being upright clear.
2) Under your condition, SC + LTVP parents are not eligible under BTO Public Scheme.
3) At least one of your parents must be an SPR in order to be eligible under BTO Public Scheme. The situation wouldn't change even when your sibling reached 21 yrs old.
4) Under the BTO eligibility scheme, at least 1x SC + SC/SPR in order to be eligible. Other than the Non-citizen spouse scheme where the spouse can be a foreigner.
5) Therefore unless one of your parents converts to SPR, your family is not eligible under the current BTO scheme.
6) You can only apply with your parents to buy a resale HDB flat under the Non-Citizen family scheme.
7) This scheme is not available under BTO/SBF. Thus you only can consider resale HDB flat.
8) You must be the only owner when you buy under this Non-Citizen Family Scheme. Your sibling is too young to be an owner, your sibling can only be an occupier.
9) Because only SC or SPR is allowed to own an HDB flat, thus your parents can only be listed as occupiers as well.
