Yes, but only for a short period of time. Either of the party will be required to dispose off one of the flats within 6 months upon the marriage.

If two individuals own a HDB each before they get married, they have to dispose one of them. Unless one of them owns a private while the other owns a HDB before marriage, it will be a different story.
