Thanks your question.

You are eligible to buy hdb flats even if it is executive unit. You are not eligible for any HDB loan or housing grant reason being you are a PR holder hence you need to loan from bank.

You mentioned couple so you must be married in order to be eligible for one of the hdb's scheme before any purchase is to take place.
