Yes she is able to purchase an EM using her sole name, provided she is at least 35 years of age and she would be able to purchase it under single scheme.

Hi Sir,

If she's a Singapore Citizen above age 35, she will be able to purchase a HDB resale flat under Single Scheme. She can choose to sell her condo latest within 6 months of the HDB flat purchase.

Should the both of you get married at a later stage, you will be required to dispose either of of the HDB flat each of you own. In your situation, you can opt to transfer out your name from your co-owned HDB flat with your Mother if she's a Singapore Citizen.
