2) If the owner has not completed the MOP and is posted outside Singapore, can he apply for sub-letting approval?

Afternoon,

1 & 3) The approval process differ from case to case. Cases with direct supporting documentations and transparency will have shorter approval time. It may take about a week to 3 before you can get the response.
2) As per my response for question 1 and 3, owner are allowed to sublet the unit, prior MOP, provided there's valid reason.
4) Tenants are supposed to check with the landlord prior signing of TA, on the approval for rental.
