Buying a new condo that will be completed or receive its Temporary Occupation Permit (TOP) in 2023 is something those with urgent housing needs can consider.
And yes, condos are still very much in demand despite the hot property market that sees prices continue to climb, despite the three rounds of property cooling measures in September 2022, December 2021, and April 2023.
As compared to buying a resale condo, purchasing a just-completed condo unit has certain advantages. For one, a newly TOP-ed condo is brand new and comes with a fresh lease. They are also in move-in condition and come with modern facilities. Not to mention, you can potentially save on resale condo renovation costs.

Factors like COVID-19 pandemic-induced construction delays can affect completion timings (yes, still). Hence, it is difficult to determine exactly when a condo’s TOP will be issued.
Regardless, we’ve done our best to compile the list of condos that are set to receive their TOP in 2023. Do note that these TOP condo dates are an estimate; they are subject to change, depending on the developer and the development’s construction progress.
