Buying a new condo that will be completed or receive its Temporary Occupation Permit (TOP) in 2023 is something those with urgent housing needs can consider.
And yes, condos are still very much in demand despite the hot property market that sees prices continue to climb, despite the three rounds of property cooling measures in September 2022, December 2021, and April 2023.
As compared to buying a resale condo, purchasing a just-completed condo unit has certain advantages. For one, a newly TOP-ed condo is brand new and comes with a fresh lease. They are also in move-in condition and come with modern facilities. Not to mention, you can potentially save on resale condo renovation costs.

More FAQs About Condos that TOP in 2023

You are required to pay stamp duty (Buyer's Stamp Duty and/or Additional Buyer's Stamp Duty) within 14 days of the sale and purchase agreement being signed. If your sale and purchase agreement was signed overseas, the deadline is 30 days after the agreement was received in Singapore.

Expected Legal Completion refers to the Certificate of Statutory Completion (CSC) whereby a development gets clearances from the technical departments from the various government agencies. This is usually given once a building obtains its Temporary Occupation Permit (TOP).

Yes, there are no restrictions on foreigners buying condos in Singapore but they must pay Additional Buyer’s Stamp Duty (ABSD).
