Dissatisfaction with HDB flats grows slightly

91 per cent of HDB households were satisfied with their flat, according to the 2013 Sample Household Survey, which is conducted every five years.

This is a dip from 96.4% in 2008.

According to media reports citing HDB, flat owners’ main concerns are in the areas of condition of ageing flat.

Residents’ level of satisfaction with their neighbourhood also decreased from 95.1 percent five years ago to 92 percent, citing inconsiderate neighbours as the main reason, according to HDB.

Member of Parliament (MP) and member of the Government Parliamentary Committee for National Development Lim Biow Chuan said, “There will be people who feel that neighbours upstairs are making a lot of noise in the middle of the night and this disrupts their sleep; one neighbour will put their flower pots in the common area and obstruct another. You will also see more disputes on high-rise littering.”

On the other hand, the overall satisfaction with the provision of estate facilities increased from 94.4 percent in 2008 to 96.1 percent in 2013.

A growing proportion of residents, 98.8% of respondents, also felt a sense of belonging.

The findings of the survey showed the HDB resident population, comprising Singapore citizens and Permanent Residents (SPRs), had grown at an annual rate of 0.9 percent from 2008 to 2013, excluding subtenants.

The HDB resident population in 2013 stood at 3.06 million.

HDB conducts the Sample Household Survey once every five years to gather feedback and identify emerging trends in public housing. Close to 8,000 households in all HDB estates were interviewed between January and August 2013 for the latest survey.
