    I have rented other places before and I have never come across this with my previous landlords.
It is part of the government's regulation to do so for all tenancy agreements In Singapore. While not an absolute rule, it is typical market practice for tenants to be responsible for paying that stamp duty on the contract when renting a room.

When you rent a room (or an entire unit), you’re signing a tenancy agreement. In Singapore, tenancy agreements are considered legal instruments, and IRAS charges stamp duty on them, whether you’re renting one room, a master room, or the whole flat.

A few key points that usually clear the confusion:

1. It’s not about ownership
Stamp duty has nothing to do with buying property. It’s a tax on documents that create legal rights and obligations. Your tenancy agreement does exactly that.

2. Renting a room vs whole unit makes no difference
As long as there’s a written agreement and rent involved, stamp duty applies. A room rental is still a lease.

3. Who pays it
By default, the tenant pays stamp duty, unless the tenancy agreement explicitly says otherwise. That’s why agents usually ask tenants to handle it.

4. How much it is
For residential leases:
• Up to 4 years: 0.4% of total rent for the full lease period
• Example:
$1,000/month x 12 months = $12,000
Stamp duty = $48

• Late payment penalty from IRAS
