Hi Ping Ping,

When Seller signs the OTP and accepts the Option Fee from the Buyer before 1 Nov 2010, she has agreed to sell, and the Buyer has got the Buyer cooling period of 14 days to exercise the OTP, but not the Seller. However, the new measure recently introduced by HDB requires the Seller to sign the Seller Resale Checklist and from this date within 7 days to grant the Buyer the OTP.
