We are Singapore PR and thinking to purchase a 4 room HDB flat (3 bedrooms).
We have a combine income of $7.000 per month and $70,000 in our CPF's ordinary account.
Can we buy a flat before we married?
How much cash do we need?

Afternoon Alex,

you can purchase HDB resale unit under Fiance / Fiancee scheme. However, you will be required to produce your ROM cert within 3 months from key collection or stapulated date for your ROM.
Being PR, you will be liable for 5% ABSD. Upon getting 80% loan, you will need at least 5% in cash, though you can use CPF for the balance 15%, as downpayment. Not forgetting your legal fee and stamp fee. Hence assuming that you are buying a unit with $450k value and $30k COV, you will need around $157k, inclusive of 20% downpayment, excluding comm.
