Should should be providing the valuation on a HDB flat? Isnt it the seller's responsibility to provide so before even seller and buyer agree to a resale price and thereafter fill up the OTP form? I know the buyer need to have a valuation done if they are paying by CPF but the seller should provide one BEFORE the OTP form is filled up right? Please advise. Some agents suggest buyers should buy the valuation on the house.
