You should only pay the deposit to the landlord upon signing of the Tenancy Agreement. Also, agents are not allowed to hold transaction monies for property transactions of any type and the rental of HDB properties. You should have written a cheque to the landlord or transfer the deposit money directly to the landlord.

You should lodge a police report and a complaint to the Council for Estate Agencies (CEA).

Do note that CEA may inform the agent being investigated of the complaint details as well as the name of the complainant.

Agents cannot hold any good faith deposit, as they should be addressed to the landlord in form of cheque or directly transferred to the landlord's bank account. We cannot handle any physical money from the tenant to the landlord. If you have valid grounds to say that your deposit is held by the agent, you should make a police report as well as make a formal complain to the Council Of Estate Agents for investigations.
