My sister-in-law is a 38 year old Singaporean single working overseas. 1) can she purchase a resale HDB flat in Singapore? 2) any restriction to type of flat and area she can purchase? 3) can she apply for HDB loan? 4) can she rent out the flat while working overseas? 5) how many years before she can sell the resale flat? 6) can a family member be assigned as a proxy to help her with the purchase transaction since she is working overseas?

Good afternoon, Yes she will be eligible under Single Singaporean Citizen Scheme and if she wants to apply for HDB loan and CPF housing grant, she has to meet the income ceiling of $5k/ month and restricted to purchase resale 5RM flat and below. She will only be able to rent out/ sell off the whole unit after fulfilling 5 years minimum occupation period (physically reside in the flat). If not, she is able to rent out the rooms but it will not be added into her duration of MOP. And she can appoint of power of authority (PA) to assist in her purchase. Hope it helps! Cheers!     Thanks for your reply. So if my sister-in-law income is more than $5k/month, she will have to apply for a bank loan? If she does not rent out her property, but stay in it occasionally when she comes back to Singapore for a visit, can that then count towards the occupation period?
Afternoon, 1) She can purchase resale HDB unit. If she have other residential property within or outside Singapore, she's required to remove her ownership status within 6 months from key collection. 2) If she is taking for HDB loan, she will be eligible to purchase up to 5 room flat. But if she is taking bank loan, there will be no restrictions. 3) If she's not earning more than S$5k per month, she should be eligible for HDB loan. 4) Under HDB ruling, if she's assigned overseas for work, she can apply to rent out the entire unit, prior MOP. However, do note that such approval is subjected to approval. 5) She will need to be physically staying in the unit for 5 years before she will be eligible to sell the unit in the open market. 6) She is eligible to assign PA to represent her on the necessary paperwork regarding the purchase.
