My Condo is expected to TOP in another 3 months. When I took my loan in mid 2009, there is a 2 years Lock-In period and pre-payment penalty IF I pre-paid before the full payment from bank to developer. Since full payment from bank to developer when happen soon. Does it make senses for me to re-finance ? I believe my previous rates was SOR+1.25 .
