From your enquiry, I'm puzzled by one thing: you are selling your DBSS to purchase an EM but still have another 5 room unit to rent out? Hence my comments below would be in consideration of this issue.

To utilize enhance contra facility, your current unit and upcoming purchase must be using HDB loan. Therefore, you should be aware that there's income ceiling requirement and you are to set aside 50% of your cash profit from the sales which will be used for your upcoming purchase.

EM around Sengkang, Hougang and Serangoon are in good numbers to select from but with budget of around $700k, you might be faced with challenges. The current estimated selling price for your 4 room flat is around $460k to $510k. Therefore it would be good to have your sums and contingency plan worked out before you move forward.
