Hi, it is better to look for an agent first. What your servicing agent would do is to have a short meet up with you and normally I will do the following:
1) what's your prefer area and condition of the unit
2) financial calculation
3) to recommend good buy units (fire sales)

As your servicing agent, besides just arranging viewings, our duty is really to value add and to negotiate the closing price as low as possible so that it will be a win win situation to both of us.

Afternoon,

Some DIY buyers proceed forward to source for unit on their own as they had unpleasant experience with unethical agents. For buyers, it would be ideal to have an agent to represent you for the purchase. His duty will be to negotiate on the pricing, perform all the required document submission and registration, advice you on the necessary and inspect the unit prior HDB completion.
