If I am buying a resale flat with a lease, can I engage a professional home inspector to check the flat for any defects e.g. flooring, electrical before making an offer?

If you are serious in buying the interested unit.
You have the right to check, but still need consent from owner as courtesy.
Owner would understand that you are really keen before spending additional cost in verifying details.
Please do ask before you engage any professions to visit the interested unit, as seller is still the legal owner, they also have all the rights to reject such interruptions.
