Tenancy agreements are preceded by a letter of Intent.(LOI)
In the letter of intent, tenant's intentions are expressly stated.
The tenancy agreement is drawn thereafter to incorporate any request stated in the LOI.
Based on the type of residence(house) the allowed number of tenants can be established.
Generally for HDB units, it is limited to 3 tenant per room with a max of 9.

Tenancy agreement is a contract and as such all terms and conditions ought to be adhered and followed after signing.
Based on what you have mentioned, you have agreed to 6 and as such 6 should stay.
Renting a unit is mooted by a profit intent, and variation should result in an equitable financial gain. Otherwise stick to your original contract.

Landlord should be given details of all tenants who are residing in the premises.
Anyone whose name is not made known to landlord is technically and unauthorised occupier.
Therefore, you have to keep track of the occupiers. The role of the agent in verifying tenant details end upon the initial submission of documents at the start of the tenancy. However, during the tenancy period, owner has to keep vigilant to ensure only registered tenants are residing there.
