Good morning Sir/ Mdm,

to me there are probably these 2 factors that will cause an owner to suffer a negative sale when they sell their place.

1. Sale price

If eventual sale price is lower than initial purchase price, there is a high chance that a seller will suffer a negative sale in the form of CPF OA funds.

2. Usage of CPF OA funds

Assuming sale price the same as initial purchase price and housing loan slowly reducing due to repayments, another reason that an owner suffer a negative loss will be usage of CPF OA funds. If owner has been using CPF OA funds for repayment all these years, the accrued interest accumulated will corrode any profits or cause owner to suffer a negative sale.

So in order to avoid a situation of negative sale, owners are encouraged to use more cash in their purchase if possible. Be it downpayment or mortgage instalment.

Negative sales are usually the result of using CPF funds for the property where the total accrued interest with the CPF funds used that must be refunded to CPF account is higher than what is leftover after deducting the outstanding loan from the selling price. The other possible scenario is when selling price is lower than purchase price if loan is involved in the property purchase back then.

In the 1st instance, as long as your property is sold at or above valuation, CPF will usually not require you to top up the difference but all option money received in cash must be transferred into your CPF account.
