If you are buying a HDB resale, the agent is there to assist you with all the application processes (which there are many) and deserves a commission from you as your agent.
If you are buying a private property and if he is representing your interests, he will co-broke with the seller's agent. That is the norm. However, there are instances where buyer's can agree to pay their agent for the effort put in but these are rare.
