May i ask if I have already obtained my flat (1st Appointment date)from my seller however my seller has yet to receive the HLE letter but they are buying their new flat using contra. Is it possible to arrange my seller buying date and the 1st appointment date at the same time or I have to delay my first appointment date???

It is a wrong HDB procedure, your seller cannot buy a HDB property in the first place without getting a HLE/Bank Loan being approved.
HLE approval is normally done within a week, so I think your seller may be encountering problem with his HLE application.
Any appeal to HDB HLE can take up to 6 months or not approved at all or at a lower % granted.
There are 3 parties involved.
If you have engaged a Property Agent for your Sales / Purchase, he/she can help to to co-ordinate the appointment as per your requirement with all parties involved.
