Hi,
I have some questions,
1. Is he eligible to sell/buy HDB as agents if without any certificate after new gov policy?
2. if No, which cert need get, CES or CEHA?
for CES, can pass if self study? where to get the material, and sample paper?
3. If a person with CES,can he sell/buy for others without attending any property agent? If cannot, then how to start the carrer.

I think you are most concerned with what the situation will be following the ministerial implementations in 2011.

First & foremost, CEHA is currently the entrance requirement for anyone to be awarded a licence to start their own agency ... however, come 2011, the pre-requisite will be based on the applicant's experience & ability to come up with a training plan maintaining the standards of their own agents.
As such, CEHA will cease to exist from 2011 onwards.

As for entrance requirement for agents from 2011 onwards, one must have a min of 4 'O'-level passes ... before achieving a pass in a ministry-stipulated examination.

Until then, CES & CEA are treated as equivalent entrance requirements.
To be very honest, there are agents who pass CES from self-study alone (I am one such case) ... but I'm sure it's because they have had the relevant experiences accummulated while practising as agents.
On the other hand, CEA is such that you have to attend a course before sitting for the exam ... & the 12-lesson course is deliberately designed with hands-on assignment, so that newcomers can catch on comprehensively within a short time-span.
