**No, your mother’s CPF Retirement Account (RA) payouts cannot be directly deducted or combined with your CPF to pay for an HDB flat.**

Under CPF regulations, only funds in the **Ordinary Account (OA)** can be used directly for property downpayments and monthly loan deductions. Once OA funds are transferred to the RA, they are strictly ring-fenced to provide monthly retirement payouts (via CPF LIFE).

However, her cash payouts can be used indirectly to help you own a permanent home:

---

### 1. How Her Payouts Can Still Help

When your mother's retirement payouts commence (age 65–70), CPF disburses the funds as **cash into her personal bank account**. While CPF Board will not direct this to HDB, **she can use that cash to pay the mortgage via GIRO/cash or handle household living expenses**, freeing your salary and CPF OA to cover the formal housing instalments.

---

### 2. Can You Form a Family Nucleus to Buy?

Because you are 28, you cannot buy solo under the Single Scheme. Your options:

* **Public Scheme (You + Mother):** As a Singapore Citizen (SC) with a Singapore Permanent Resident (SPR) parent, you form a core family nucleus to buy a BTO or resale flat. If your mother still works, any fresh contributions flowing into her **OA** can be tapped.
* **Orphans Scheme (You + Sister):** If both of you are unmarried citizens and your parents are deceased, you can co-purchase before 35. Otherwise, you must wait until age 35 to buy together under the Joint Singles Scheme.

---

### 3. Transitioning from Public Rental

Having stayed nearly 10 years in a public rental flat, you qualify for substantial help:

* **Enhanced CPF Housing Grant (EHG):** Up to S$80,000–S$120,000+ for eligible lower-to-middle income households.
* **Proximity Housing Grant (PHG):** Up to S$30,000 if buying resale to live with or near your parent.

**Next Step:** Apply for an **HDB Flat Eligibility (HFE) letter** on the HDB Flat Portal to confirm your exact family nucleus, grant entitlements, and borrowing capacity.

ANSWERS

✔1. Your mother’s CPF Retirement Account (RA) savings generally cannot be used directly to buy an HDB flat, as property payments usually come from the Ordinary Account (OA). However, she can use her retirement payouts received in cash to help with household expenses or mortgage payments.

✔2. You may be able to buy a flat with your mother, depending on your citizenship, her PR status and HDB eligibility rules. Since you are 28, check whether you qualify under the relevant family scheme.

✔3. Living in a public rental flat for nearly 10 years does not automatically guarantee eligibility for housing grants or a flat purchase. However, you can ask HDB about possible assistance for public rental households planning to buy their first home.

✔4. Apply for an HDB Flat Eligibility (HFE) letter to find out whether you can buy a BTO or resale flat with your mother, which grants you may qualify for, and your available financing options.

✔5. Contact HDB to review your family’s circumstances before making any financial commitments.

Hi there!

Thank you for sharing your family's circumstances. After living in a rental flat for almost ten years, I can understand why having a permanent home of your own is so important to you and your sister.

Let me address your main concern first.

**Your mother's CPF Retirement Account (RA) savings generally cannot be combined directly with your CPF Ordinary Account (OA) savings to purchase an HDB flat.**

The RA is intended to support her retirement income, while CPF savings used for housing normally come from the OA.

However, this does not necessarily mean your family has no options.

Depending on your mother's circumstances, there may be CPF withdrawal provisions worth clarifying directly with CPF Board. If she is already receiving retirement payouts, those payments are received as cash and can potentially contribute towards household expenses or housing costs.

**More importantly, I think your family's HDB purchase eligibility should be established before we focus on how much CPF is available.**

Since you're 28 and your mother is a Singapore PR, the appropriate purchasing arrangement will depend on several factors, including:

1. Your citizenship and your sister's citizenship.
2. Your mother's age and whether she will be included in the purchase.
3. Your household income, available CPF OA savings and financing eligibility.
4. Whether your family qualifies for housing grants or assistance available to public rental households.

I would strongly encourage you to approach HDB for an assessment of your family's circumstances and apply for an HDB Flat Eligibility (HFE) letter where applicable.

**My advice is not to give up on homeownership simply because your mother's CPF savings have been transferred to her Retirement Account.**

The first step is to establish what purchasing options your family qualifies for. Only then should we work out the financial arrangements and identify suitable flats.

May I ask whether you and your sister are Singapore citizens, and approximately how old your mother is?

With those details, I'd be happy to help you understand the possible next steps towards securing a permanent home for your family.

Best regards,

However, there are financing variations that could still help you and your family secure a permanent home!
