Hello, I'm a Singaporean and my wife is a Taiwanese holding a LTVP in Singapore. Both of us are working and receive our salary overseas. We are planning to buy a HDB flat in Singapore but there are some questions to clear before we can make our plans.

1. What type of HDB can we buy?
2. Both of our income proof are only from overseas, what kind of loan can we get?
3. How much upfront downpayment do we need and can I offset from my CPF OA?

Good morning JC,

You are eligible to buy all type of resale HDB up to mansionette under non citizen spouse scheme.

It will be best to apply for HFE so you have an idea how much loan you are eligible. Do bear in mind that only your income will be taken into consideration.

Upfront outlay will depends which type of loan you are taking.

HDB loan - if eligible up to 80% loan, 20% downpayment can be paid by cpf or cash.
Bank loan - if eligible up to 75% loan, min 5% cash downpayment is required balance can be by cpf or cash.

Other expenses:
- $120 valuation fee
- $80 resale application fee
- legal fees
- fire insurance (if required)
- agent's commission (1% of purchase price plus GST)

Hi,

You will be eligible for resale HDB and most condo developments. Yes its possible to get bank loan.

2) For HDB loan it may be less likely since the income is sourced overseas and HDB tends to be more prudent in recognizing overseas income, but it is worth a try applying. However your monthly income cannot exceed $14k for HDB loan.

3) You can use your full CPF OA as long as you get a flat that can last you until 95 years old. For HDB loan, max LTV is 80% so you need put in 20% downpayment (cash or CPF OA). For bank loan, max LTV is 75% so you need to put in 25% downpayment (of which 5% must be in cash). Assume $800k purchase price, that will be $160k or $200k respectively. Buyer stamp duty will be another additional $18600 (approx 3%)

Hi,

There are few things to take note in your case:
1) Since your wife is holding LTVP, her name wil be listed as essential occupier, not owner.
2) Therefore, HDB/Bank will only take into account your income to assess your loan elibibility.
3) For HDB loan: max 80% loan, 20% can be cash or CPF. For bank loan: Max 75% loan, 5% cash, 20% cash or CPF

Hi JC,

1) You are eligible to buy an HDB flat under the Non-Citizen Spouse Scheme.
2) If you are buying BTO, you can only apply for a 2-rm flat (99-year leasehold).
3) If you are buying a resale flat, you can buy any type.
4) Overseas income can be used to get HDB and bank loans. The worst case is the income suffers a certain percentage of haircut that causes lesser loan.
5) Downpayment
(a) HDB loan: 20% downpayment, max loan is 80%.
(b) Bank loan: 25% downpayment (5% must be in cash), max loan is 75%
6) All funds in CPF OA can be used for downpayment unless you are 55 years old and above.
7) If you are 35 years old or above, you are eligible to apply for grants if the household income does not exceed S$14k.
8) The grants can be used for downpayment. Following are the grants that you could be eligible for:
(a) CPF housing grant: $40k (4-rm and smaller), $25k (5-rm and bigger)
(b) EHG: from $2.5 to $40k if the household income is less than $4.5k
(c) PHG: $10k if within 4km of your parents' premises.
9) Both of you should apply for Singpass if you don't have it: https://www.singpass.gov.sg/home/ui/register/instructions

11) The HFE is valid for 9 months, and it is FOC. You have to reapply once it has expired.

You will be purchasing the resale HDB under non-citizen spouse scheme and basically you are eligible for all type of resale HDB. Essentially, as long as your income can be recognised by HDB or the bank, you will be eligible for these loans, nevertheless, only your income will be assess for the home loan since your wife is a non Singapore Citizen or Permanent Resident, but her income will be considered for your housing grant eligbility. Depending on your age, you can wipe out your entire CPF OA for this purchase as downpayment to reduce your loan amount.
