I am PR, currently own a 3 Room Flat in Yishun under sibling scheme i bought this flat 4.6 years ago at that point of time my Wife and children dont have PR status. They just got the PR approval and i am thinking of changing to 4 or 5 room flat. Assume i am going to complete the MOP and my question is

1. Is my wife eligible to be a Co-owner?
2. Do i need to pay ABSD if i am going for HDB
3. Can i buy Condo and just let my brother stay in HDB flat.?
4. If condo what is the ABSD?
5. What is your best suggestion for my case.

Hi,

Current policy is such that both married SPR need to hold SPR status for at least 3 years individually before they can purchase resale HDB.

Hence if you intend to upgrade to a bigger size unit, can only purchase condo. Do note as SPR you can't keep both hdb and condo, so you still have to sell away your hdb if you intend to purchase condo. ABSD is 5%. Another option will be to purchase the condo under your wife name and work out the financial arrangements.

With regard to your questions:

1. Is my wife eligible to be a Co-owner?
Ans: If you're looking to upgrade to a bigger flat (resale), all SPR owners and essential occupiers will have to wait 3 years from the date of obtaining SPR status before they can make the purchase.
However, if you're looking to upgrade to a condominium, such restriction may not be applicable to you.

2. Do i need to pay ABSD if i am going for HDB
Ans: For HDB purchase, there is no ABSD. And looking at the scheme in which you purchase your flat, it must be a resale flat, am I right? If so, then your next flat purchase will not incur resale levy as well.

3. Can i buy Condo and just let my brother stay in HDB flat.?
Ans: Your brother may not be able to stay on his own as family nucleus of at lease one Singapore citizen is needed for HDB flats (3 rm and above).

4. If condo what is the ABSD?
Ans: For PR household;
1st private property: 5% ABSD
2nd private property: 10% ABSD
3rd private property: 15% ABSD

5. What is your best suggestion for my case.

Hi,

Let me help you with your questions:

1) Your wife can only be the co-occupier after she has fulfilled a period of 3 years PR.

2) Yes, ABSD of 5% is applicable if you buy a resale HDB.

3) Yes you can buy a condo, but you will need to sell off your share in the HDB as PR cannot own both HDB and condo. Take note that your brother will have to be a Singapore Citizen, above aged 35 in order for him to buy over your share of the HDB flat. Else, if he is not a Singapore Citizen, but has a Citizen wife, they are eligible to buy over your share in the HDB as well.

4) Purchase of condo before selling your current HDB flat, ABSD is 10%. Purchase of condo after selling your share in your current HDB, ABSD is 5%.
