Hi,

1) If you are an SC, and your child is under your legal care and custody then you won't have any eligibility in buying an HDB resale flat.
2) However, if you are an SPR, then you might not be eligible to buy a resale HDB flat.
3) Under such a situation, it is best to bring your case up to the HDB to get special approval.
4) You may submit your case to the HDB via the efeedback channel:

In order to advise further, I will need more information with regards to your profile. In general, below are the eligibility criteria if you are a Singaporean.

Divorcee with custody, care and control of the child: Eligible to purchase BTO or resale.
Divorcee with no custody, care and control of the child: Only eligible if you are above 35 years old. Can purchase a resale of any size or 2 room Flexi BTO in non mature estate area (1st timer only)
Unmarried parents: Need to appeal to HDB to purchase a BTO or resale. Alternatively if above 35 years of age, can purchase a resale under single scheme.

If you are a first timer (never purchased a subsidised flat before), you are also eligible for HDB grants. I am specialised in HDB transactions and a vast majority of my client managed to purchase a HDB resale with no COV despite the challenging market situation nowadays.
