Back in 1988, I owned a direct purchased 4-rm HDB flat & it was sold in 1995 due to divorce (unforseen circumstances). As per the HDB flat ownership policy, a divorcee is classified as a single, not allowed to own a direct purchased HDB flat of any room size. Currently I ownd a 3-rm HDB flat which was purchased from the resake market in 1998 after the divorce. I wish to enjoy the privilege to purchase a 2nd direct purchase HDB flat in 2013 when the government announced the new changes for single applicants to buy a new BTO flat direct from the HDB. Can I base on compassionate grounds, appeal / request for a waiver of the resale levy for my first flat or alternatively appeal / request for the resale levy to be charged according to the current new resale levy scheme.
