As a buyer of a resale HDB flat, do I need to pay the seller agent any fee? What if the seller agent requests the buyer to pay a fee because he/she has enabled the flat to be sold to the buyer at a "special" deal at a reasonable COV?

Hi,

The seller agent represents the seller! If he/she takes any form of monies from you, it is a clear case of dual representation in which CEA will subject him/her to investigations and possible action may be taken against him/her.

Having said the above, it is the job of your agent (buyer's) and not the seller's to negotiate a good deal for you. The seller's agent has fiduciary duties towards the seller and should not be negotiating on your behalf for a 'special deal'. His job is to get the best price for the seller, not press his price down.
