Hi Julie,

In my opinion, the price of HDB flats may fall slightly but not significantly. However, the transaction volume will definitely suffer as more buyers turn to the new BTO flats or choose to adopt a wait and see attitude to see how the market reacts to the measures.

There is still strong demand in a market with low supply and therefore buyers will still be buying. As a seller, it is important to price the property carefully so as not to scare off the potential buyers.

This is because there is limited supply of flats in the market, and the demand is real. When Supply is less than Demand, Price goes up.

Moreover, Singaporeans purchasing HDB flat is not affected by ABSD. So, there will not be any impact from ABSD point of view. It is more like the prices had already rose more than 10% this year, it is less likely for the prices to up another 10% next year.

In my honest opinion, the latest cooling measure would not impact HDB as much as private property. Talking of ADSD, no HDB buyers will be affected as HDB does not allow any buyers to purchase a HDB if they have another HDB or private property. The only category of buyer that are liable for ABSD are Singapore PRs. However the ABSD for 1st property still remains the same as 5% and therefore, we are not anticipating a drop in demand for this category of buyer. On other cooling measure such as decreasing the LTV for HDB loan to 85%, most of first timer buyers won't be affected as they finance their deposit mostly using grants. For second timers, most of them are using bank loan instead of HDB loan as HDB do have a policy of making cash deposit on certain amount of cash proceeds they received from sales of their previous house. On decreasing of of TDSR to 55%, HDB and EC buyers are already subject to a cap of 30% MSR currently whether they are taking ip a HDB loan or bank loan. The only scenario I could think off where the HDB resale market will be affected is the ripple effect of private property prices decreasing. In that scenario, we will see lesser private property downgraders moving to HDB market as they might be making a loss in selling their property and would not be ready to make a move to HDB. Hi,

In my opinion, HDB resale prices and volume may slow down for a while but it will still be a gradual increase going forward into 2022, as the immediate supply issue is not resolved and the recent measures are not exactly punitive for genuine homeowners who want to purchase for own use. There are also quite a number of buyers coming from private property or BTO owners upgrading to bigger resale HDB, so the demand pool is still strong and it is evident from the record total number of transaction volumes this year. It is expected to continue into the next year although in the short term, there will be a slowdown due to the wait-and-see attitude adopted by buyers and a potential mismatch of expectations between both buyers & sellers.
